769.     Construction and use of vehicles in mines.

To prevent accidents caused by vehicles running away1, at mines2 of coal, stratified ironstone, shale or fireclay, a supply of sprags, lockers or drags must be provided, maintained3 and used for holding vehicles: (1) at the top of inclines where gravity operated rope haulage apparatus4 is in use; (2) wherever three or more vehicles are coupled or uncoupled; and (3) at suitable points where the gradient exceeds 1:20 and the haulage is by animal5. Stop blocks or similar contrivances must be provided and maintained at the top of such
