The operator1 and the local authority2 must co-operate in respect of their duties to prepare emergency plans to ensure that: (1) the operator's emergency plan3 and the local authority's off-site emergency plan4 operate effectively both independently and in conjunction; (2) communication between the operator and the local authority is expedited during any radiation emergency5; and (3) communication between the operator and the local authority and any organisation which is responding to the radiation emergency is expedited6.
