Subject to certain exceptions1, in order to protect the safety of his employees2 from an accident, incident or emergency related to the presence of a dangerous substance3 at the workplace4, the employer5 must ensure that:
(1) procedures, including the provision of appropriate first-aid facilities and relevant safety drills, which must be tested at regular intervals, have been prepared which can be put into effect when such an event occurs;
(2) information on emergency arrangements, including details of relevant work hazards6 and hazard identification arrangements, and specific hazards likely to arise at the time of an accident, incident or emergency,
