Any person who is aggrieved by a decision of the Health and Safety Executive or as the case may be, the Executive and the Secretary of State1:
(1) as to a finding of fact made by the authorities for the purposes of the Offshore Installations (Safety Case) Regulations 2005 or the Offshore Installations (Offshore Safety Directive) (Safety Case etc) Regulations 20152 which affects the person as a duty holder3 or licensee4 or any installation5 for which the person is or may be responsible6;
(2) not to accept a safety case7 prepared by him and submitted to the authorities8;
