Outside the metropolitan police district and the City of London1, the principal statute relating to hackney carriages (that is, taxis)2 is the Town Police Clauses Act 1847, 3which provides for the licensing and regulation of taxis and their drivers. The law relating to hackney carriages and private hire vehicles is modified by the Local Government (Miscellaneous Provisions) Act 19764 in those areas in which that Act applies5; the Act also provides for the licensing and regulation in such areas of private hire vehicles, their drivers and operators
