Accession to the COTIF Convention1 is open to any state on the territory of which railway infrastructure is operated2 and also to Regional Economic Integration Organisations which have competence to adopt their own legislation in this area3. OTIF4 maintains a list of its member states on which it also records their status as regards the revised Convention. At the date at which this volume states the law OTIF listed 48 member states5, one associate member state6, and the EU as a Regional Economic Integration Organisation.
