Whenever the shipowner has implied authority to deal with the cargo, he is entitled to charge the owner with the expenses properly incurred in so doing1, and, if necessary, has a possessory lien over the cargo in respect of those expenses2. He is also entitled to raise funds for the purposes of defraying those expenses by hypothecating the whole of the cargo
