An authorised person who has reasonable grounds to suspect that any goods, baggage or package1 may be or may contain dangerous goods2 in respect of which the provisions relating to the carriage of dangerous goods3 have not been complied with may examine, take samples of and seize any such goods and may open or require to be opened any such baggage or package4. Samples taken and goods seized may be retained or detained respectively for use as evidence at a trial for an offence or for forensic examination or for investigation in connection with an offence
