69. Enforcement.

Examiners are appointed by the Secretary of State1 to ascertain whether regulations made in connection with the international carriage of perishable foodstuffs2 are being observed3. An examiner is empowered:


    (1)     to enter and inspect at any time any transport equipment4 which he reasonably believes to be used for the international carriage5 of perishable foodstuffs6, and, in the case of a goods vehicle7 or container8 carried by it, to detain the vehicle or container for such time as is required for the inspection9;


    (2)     to enter, at any time which is reasonable in the circumstances, any premises where he reasonably
