The Secretary of State1 may by regulations make provision for the application of the Carriage of Goods by Sea Act 1992 to cases where an electronic communications network2 or any other information technology3 is used for effecting transactions corresponding to:
(1) the issue of a document to which the Act applies4;
(2) the indorsement, delivery or other transfer of such a document5; or
(3) the doing of anything else in relation to such a document
