The operator of an aircraft in which dangerous goods1 are to be carried must ensure that no package, overpack or freight container2 which contains dangerous goods is accepted for carriage in an aircraft unless it is accompanied by a dangerous goods transport document3 and until such package, overpack or freight container has been inspected4 to determine that:
(1) in so far as it is reasonable to ascertain, the goods are not forbidden for carriage by air5 in any circumstances6 and are correctly7 classified and packed8; and
(2) the package, overpack or freight container is correctly
