The potential consumption of wholesome water by persons occupying a new dwelling1 must not exceed either:
(1) 125 litres per person per day2; or
(2) where the planning permission under which the building work3 is carried out specifies the optional requirement of 110 litres per person per day and makes it a condition that requirement must be complied with,
