'Unauthorised building work' means building work1 other than work in relation to which an initial notice2, an amendment notice3 or a public body's notice4 has effect, which is done without:
(1) a building notice5 being given to the local authority6;
(2) full plans of the work being deposited with the local authority7; or
(3) a notice of commencement of work being given8, where a building notice has been given or full plans9 have been deposited10.
