A local authority1 may sell any materials that:
(1) have been removed by it from any premises2, including a street3, when executing works under the Building Act 1984 or otherwise carrying the Act into effect4; and
(2) are not before the expiration of three days from the date of their removal claimed by the owner5 and taken away by him6.
