The appropriate national authority1 must, for the period of two years beginning from 16 November 20042, and for each succeeding period of two years, prepare a report on progress during the period in connection with the following purposes3 in the context of the building stock in England and Wales: (1) furthering the conservation of fuel and power; (2) preventing waste, undue consumption, misuse or contamination of water; (3) furthering the protection or enhancement of the environment; and (4) facilitating sustainable development4.
