No person must:
(1) except in case of emergency, repair, reconstruct or alter the course of an underground drain1 that communicates with a sewer2, or with a cesspool3 or other receptacle for drainage4; or
(2) where in a case of emergency any such works have been executed without notice, cover over the drain or sewer5,
without giving to the local authority6 at least 24 hours' notice7 of his intention to do so8. While any such work is being executed, all persons concerned must permit the proper officer9, or any other authorised officer
