Where a public body1:
(1) is satisfied that plans2 of the work specified in a public body's notice3 given by it have been inspected by a servant or agent of the body who is competent to assess the plans4;
(2) in the light of that inspection is satisfied that the plans neither are defective nor show that work carried out5 in accordance with them would contravene6 any provision of building regulations7; and
(3) has complied with any prescribed8 requirements as to consultation or otherwise9,
the body may give to the local authority10 a certificate in the prescribed form ('public body's
