It is unlawful for any person except with the consent1 of the local authority2 to close or obstruct the means of access by which refuse or faecal matter is removed from a building3, and the local authority in giving its consent may impose such conditions as it thinks fit with respect to the improvement of an alternative means of access or the substitution of other means of access4. A person who contravenes5 this provision is liable on summary conviction to a fine6.
