A local authority1 may, by agreement with the owner2 or occupier of any premises3, itself execute at his expense any work that it has under the Building Act 1984 required him to execute, or any work in connection with the construction, laying, alteration or repair of a sewer4 or drain5 that the owner or occupier is entitled to execute, and for that purpose it has all the rights that he would have6.
