Where an approved inspector1:
(1) has inspected plans2 of the work to which an initial notice3 given by him4 relates5;
(2) is satisfied that the plans neither are defective nor show that work carried out6 in accordance with them would contravene7 any provision of building regulations8; and
(3) has complied with any prescribed9 requirements as to consultation or otherwise10,
he must, if requested to do so by the person intending to carry out the work, give a certificate in the prescribed form11 (referred to as a 'plans certificate') to the local authority12 and to that person13. If any question arises
