A person who proposes to carry out building work1 must not commence that work unless he has given the local authority notice that he intends to commence work2, and at least two days3 have elapsed since the end of the day on which he gave the notice4. A person carrying out building work5 must notify the local authority as required by the authority in accordance with statutory provisions6. Where a person fails to comply with these requirements7, he must comply within a reasonable time with any notice given by the local authority requiring him to cut into, lay open
