The appropriate national authority1 must approve minimum energy performance requirements for new buildings2which includes new dwellings3, in the form of target CO2 emission rates and new dwellings, in the form of target fabric energy efficiency4 rates, which must be calculated and expressed in accordance with the approved methodology5.
In relation to Wales, minimum energy performance requirements must be approved by the Welsh Ministers, calculated and expressed in accordance with the approved methodology approved6 for new buildings (other than new dwellings), in the form of target primary energy consumption rates and new dwellings, in the form of target fabric performance values7.
