If it appears to a local authority1, after consultation with the fire and rescue authority2, that3 a building meeting the statutory description4 is not provided with5, or a proposed building of that description will not be provided with6 such means of escape in case of fire as the local authority, after such consultation, deems necessary from each storey whose floor is more than 20 feet above the surface of the street or ground on any side of the building, the authority must by notice7 require the owner8 of the building, or, as the case may be, the person proposing
