59.     Local authority charges.

Local authorities are authorised to fix by means of a scheme and to recover such charges from time to time as they may determine for or in connection with the performance of their functions relating to building regulations1. They are authorised, by means of a charging scheme, to make a charge for or in connection with:


    (1)     the passing or rejection of plans of proposed building work which have been deposited with the local authority (referred to as 'a plan charge')2;


    (2)     the inspection of building work
