Where a public body1:
(1) intends to carry out in relation to a building2 belonging to it work3 to which the substantive requirements4 of building regulations apply5;
(2) considers that the work can be adequately supervised by its own servants or agents6; and
(3) gives to the local authority7 in whose district the work is to be carried out notice in the prescribed8 form (referred to as a 'public body's notice') together with such plans9 of the work as may be prescribed10,
