Where an approved inspector1 is satisfied that any work to which an initial notice2 given by him3 relates has been completed, he must give to the local authority4 by whom the initial notice was accepted such certificate with respect to the completion of the work and the discharge of his functions5 as may be prescribed6 (a 'final certificate')7. A final certificate may relate either to the whole or to part only of the work to which the initial notice concerned relates8, and does not have effect unless it is accepted by the local authority to whom it is given9.
