103. Disconnection of drain.

Where a person:

  1.  

    (1)     reconstructs in the same or a new position a drain1 that communicates with a sewer2 or another drain3;

  2.  

    (2)     executes any works to such a drain so as permanently to discontinue its use4; or

  3.  

    (3)     executes any works on premises5 served by such a drain so as permanently to discontinue its use6,

he must cause any drains or parts of drains thereby becoming disused or unnecessary to be disconnected and sealed at such points as the local authority7 may reasonably require8. A person who knowingly fails so to comply9 is liable on summary conviction to a
