If, at a time when an initial notice1 is in force, the approved inspector2:
(1) becomes or expects to become unable to carry out, or to continue to carry out, his functions3 with respect to any of the work to which the initial notice relates4;
(2) is of the opinion that any of the work is being so carried out that he is unable adequately to carry out his functions with respect to it5; or
(3) is of the opinion that there is a contravention6 of any provision of building regulations7 with respect to any of that work, and:
