As from a day to be appointed, the following provisions have effect1. Where the appropriate national authority2 gives a decision3 in proceedings on certain appeals, references or applications4, the relevant person5 or the local authority or, as the case may be, the approved inspector6 may appeal to the High Court against the decision on a point of law7. At any stage of the proceedings on such an appeal, reference or application the appropriate national authority may state a question of law arising in the course of the proceedings in the form of a special case for the decision of
