Not less than 21 days before giving a direction1 for the relaxation of building regulations2 in respect of any particular work, the appropriate national authority3, the local authority4 or the public body5, as the case may be, must publish in a local newspaper circulating in the area where the site of the work is situated a notice6:
(1) indicating the situation and nature of the work and the requirement to be dispensed with or relaxed7; and
(2) stating that representations with regard to the effect that the direction may have on
