Under the Safety of Sports Grounds Act 1975 safety certificates are required for sports grounds which, in the opinion of the Secretary of State1, have accommodation for more than 10,000 spectators and which have been designated by him as requiring such a certificate2. Safety certificates are also required under Part III of the Fire Safety and Safety of Places of Sport Act 1987, which makes provision in relation to sports grounds providing covered accommodation in certain stands for spectators, and which are not designated as sports grounds
