In carrying out its functions, Ofcom1 must do all that it considers appropriate to prevent digital additional services2 from enabling members of the public to access seriously harmful extrinsic material3. For these purposes, 'seriously harmful extrinsic material', in relation to a digital additional service, means material that: (1) is not included in the service; and (2) appears to Ofcom either to have the potential to cause serious harm, or to be likely to encourage or incite the commission
