The Secretary of State1 may by order give general or specific directions to Ofcom2 about the carrying out by Ofcom of its radio spectrum functions3; and by such an order Ofcom may be required:
(1) to secure that such frequencies4 of the electromagnetic spectrum as may be specified in the order are kept available or become available either for such uses (or descriptions of uses), or for such users (or descriptions of users), as may be so specified5;
(2) to exercise its powers under the Wireless Telegraphy Act 2006 in relation to wireless telegraphy licences, exemptions, and recognised spectrum
