If Ofcom1 is satisfied:
(1) that the holder of a licence to provide a television licensable content service2 is in contravention of a condition of the licence or is failing to comply with a direction given3 by Ofcom4; and
(2) that the contravention or failure, if not remedied, would justify the revocation of the licence5,
Ofcom must serve a notice6 on the holder of the licence7, which must:
(a) state that Ofcom is satisfied as to the matters mentioned in heads (1) and (2) above8;
(b) specify the respects in which, in Ofcom's opinion, the licence holder is contravening the
