Ofcom1 must do all that it can to secure: (1) that a person2 does not become or remain the holder of a licence3 if he is a person who is a disqualified4 person in relation to that licence5; (2) that certain requirements6 are complied with by or in relation to persons holding licences in relation to which those requirements apply7; and (3) that those requirements are not contravened in the case of a person who already holds a licence8.
