A national or local licence1 must include such conditions as appear to Ofcom2 to be appropriate for securing that the character of the licensed service3, as proposed by the licence holder4 when making his application5, is maintained during the period for which the licence is in force6.
Conditions included in a licence for this purpose may provide that Ofcom may consent to a departure from the character of the licensed service if, and only if, it is satisfied7:
(1) that the departure would not substantially alter the character of the service8;
(2) that the departure would not narrow the range
