139. Regulatory obligations that are imposed on the BBC by statute.

Obligations are imposed on the BBC1 that correspond to obligations that are included in the regulatory regime for licensed providers2.

Accordingly, in relation to quotas for independent productions3:


    (1)     it is the duty of the BBC to secure that, in each year, not less than 25 per cent of the total amount of time allocated to the broadcasting of qualifying programmes4 included in the television broadcasting services provided by the BBC is allocated to the broadcasting of a range and diversity of independent productions5; and


    (2)     either instead of or as well as the duty imposed by statute under head
