Ofcom1 must do all that it can to secure the provision2 of a nationwide system of television broadcasting services3 to be known as Channel 34.
Channel 3 is structured on a regional basis, with each of the services comprised within it ('Channel 3 services') being provided for such area in the United Kingdom5 as Ofcom may determine in the case of that service6. If it appears to Ofcom that it would be appropriate for a particular Channel 3 service to do so, it may determine that the service is to include the provision of different programmes7 for such different parts
