The Secretary of State1 may make an order proscribing unacceptable foreign satellite services2. If Ofcom3 considers that the quality of any foreign satellite service which is brought to its attention is unacceptable and that the service should be the subject of such an order, it must notify to the Secretary of State details of the service and the reasons why it considers such an order should be made4. Ofcom may not consider a foreign satellite service to be unacceptable for these purposes unless it is satisfied that there is repeatedly contained in programmes included in the service matter which
