17. Ofcom's guidance regarding television services for [people with disabilities].

It is the duty of Ofcom1 to draw up, and from time to time to review and revise, a code giving guidance as to:

(1)     the extent to which television services to which these provisions apply2 should promote the understanding and enjoyment by people with disabilities, in particular: (a) persons who are deaf or hard of hearing; (b) persons who are blind or partially-sighted; and (c) persons with a dual sensory impairment, of the programmes to be included in such services; and

(2)     the means by which such understanding and enjoyment should be promoted3.
