It is a function of Ofcom1, to the extent that provision for it to do so is contained in:
(1) the BBC Charter and Agreement2; and
(2) the Communications Act 2003, and Part V of the Broadcasting Act 1996 (which relates to unfair treatment and complaints)3,
to regulate the BBC4.
