Ofcom1 must draw up, and may from time to time revise, a code giving guidance2:
(1) as to the matters which it will take into account in determining whether to give or to revoke its consent3 as to the televising of live events4; and
(2) as to the matters which it will take into account in determining5 whether in all the circumstances it is unreasonable to expect a television programme provider6 to comply with the restrictions7 as to televising live events8.
