For the purposes of Part 4B of the Communications Act 20031, 'video-sharing platform service' means a service or dissociable section of a service which meets the conditions set out in heads (1) to (4) below, where the provision of videos2 to members of the public is the principal purpose of the service or of the dissociable section of the service, or an essential functionality of the service3:
(1) it is provided by means of an electronic communications network
