102. Introduction to the licensing and regulation of broadcast services.

The BBC1 and S4C2 apart, mainstream broadcasting services are authorised by licences under the Broadcasting Acts3 that apply according to the type of service being provided, as follows:


    (1)     Independent Television Services4;


    (2)     Independent Radio Services5;


    (3)     Digital Terrestrial Television Broadcasting6;


    (4)     Digital Terrestrial Sound Broadcasting7.

Such licences are granted subject to conditions which form the basis of the powers that Ofcom has to regulate both the licensed services themselves and their content8; and the regulatory regime for every licensed public service channel (currently meaning any Channel 3 service9, Channel 410, and Channel 511) includes a condition requiring the provider
