General conditions for electronic communications networks and services1 may include conditions making any provision that Ofcom2 considers appropriate for securing that particular services are broadcast3 or otherwise transmitted by means of the electronic communications networks described in the conditions4. A general condition containing provision authorised by these provisions5 is not6 to require a service to be broadcast or otherwise transmitted by means of an electronic communications network unless: (1) the service is included in the list of must-carry services7; and (2) the effect of the requirement is confined to networks by means of which public electronic communications services8 are
