Where the appropriate regulatory authority1 determines that a provider of an on-demand programme service2 is contravening or has contravened the requirement to fulfil its quota for European works or observe its general duties3, it may do one or both of the following:
(1) give the provider an enforcement notification;(2) impose a financial penalty on the provider4.
