For the purposes of Part II of the Broadcasting Act 19961, a licence to provide digital sound programme services (a 'digital sound programme licence')2 may be either:
(1) a licence to provide national digital sound programme services (a 'national digital sound programme licence')3; or
(2) a licence to provide local digital sound programme services (a 'local digital sound programme licence')4.
An application for a digital sound programme licence must be made in such manner as Ofcom5 may determine6; and must be accompanied by such fee (if any) as it may determine
