A person commits an offence if he contravenes the requirement1 to obtain a wireless telegraphy licence2, unless the establishment, installation or use of wireless telegraphy stations or wireless telegraphy apparatus3 in question is exempted4 from the requirement5, and he is liable as follows:
(1) a person who commits such an offence consisting in the establishment or use of a wireless telegraphy station, or the installation or use of wireless telegraphy apparatus, for the purpose of making a broadcast6 is liable to a penalty consisting of imprisonment or a fine or both
