The regulatory regime for every Channel 3 service1 and for Channel 42 includes the conditions that Ofcom3 considers appropriate for securing that the provider of the service or channel (as the case may be) grants access4: (1) to the public teletext provider5; and (2) to any person authorised6 to provide the whole or a part of the public teletext service on his behalf7, to the facilities that are reasonably required by those persons for the purposes of, or in connection with, the provision of the public teletext service
