The Welsh Authority1 must make arrangements for ascertaining:
(1) the state of public opinion concerning programmes2 broadcast3 on S4C4;
(2) any effects of such programmes on the attitudes or behaviour of persons who watch them5; and
(3) the types of programme that members of the public would like to be broadcast on S4C6.
Those arrangements must:
(a) secure that, so far as is reasonably practicable, any research undertaken in pursuance of the arrangements
